Where the difference comes from
- Tax-free amount. Quebec’s basic personal amount is $18,952, higher than Ontario’s $12,989. Income up to that amount carries no provincial tax.
- Lowest rate. Quebec starts at 14% and Ontario at 5.05%.
- Top rate. Combined with federal tax, the top rate is 53.31% in Quebec, from $132,245 of taxable income, and 53.53% in Ontario, from $220,000.
- Quebec’s system. Quebec residents file a separate Quebec return, get a 16.5% cut to federal tax, and pay QPP, a lower EI rate and QPIP instead of CPP and regular EI.
- Ontario extras. Ontario adds a surtax on higher provincial tax and the Ontario Health Premium of up to $900.
Sales tax in Quebec and Ontario
Sales tax is separate from income tax but affects the cost of living. Quebec charges 5% GST + 9.975% QST, Ontario charges 13% HST. On $1,000 of taxable purchases that is $150 in Quebec and $130 in Ontario. Groceries and some other basics are tax-free everywhere.

How the comparison works
Both columns use the same income and the same 2026 engine as our income tax calculators: federal and provincial brackets, basic personal amounts, QPP or CPP, EI and each province’s own surtaxes, premiums and reductions. Federal tax is the same everywhere except Quebec, so the difference comes from provincial tax and Quebec’s different payroll contributions.
You pay provincial tax to the province where you live on December 31. It assumes a single person claiming only the basic credits and does not yet include dividends, Ontario’s LIFT credit, low-income tax reductions in Nova Scotia, New Brunswick, Newfoundland and Labrador and P.E.I., age, pension, spouse, dependant, disability, medical, tuition and donation credits, refundable benefits, and alternative minimum tax.
